Flushable Wipes Blocking Drains | The Ban Won't Help
England's 2027 plastic wet wipes ban is welcome, but 'flushable' wipes are exempt and still block drains. Here's what Horsham households must do now.
Water UK's 'One Year to Go' countdown to the May 2027 plastic wet wipes ban landed in mid-2026, citing the Heathrow fatberg, a 500-metre obstruction discovered in March 2026, as Exhibit A for why the legislation was overdue. Good news, on the face of it. But if you're a homeowner in Roffey or a food business off the Broadbridge Heath retail park, the headline hides the part that will still cause you a blocked drain and an emergency call-out.
The ban covers wet wipes that contain plastic. It does not cover wipes marketed as 'flushable', even if those wipes are plastic-free.
That's the loophole. And it's a significant one.
What 'Flushable' Actually Means
A wipe can carry the word 'flushable' on its packaging if it passes the INDA/EDANA Fine-to-Flush standard. The test checks whether the product breaks apart in a lab flume. What the test does not replicate is a 100-year-old clay lateral in a Trafalgar estate terrace, a partially furred domestic bend in Littlehaven, or a grease-coated commercial interceptor under a Horsham town centre kitchen.
In real pipes, 'flushable' wipes stay largely intact. We've pulled them out of manholes looking almost as they went in. The camera doesn't lie.
Why the Fatberg Problem Doesn't Go Away
Fatbergs form when non-dispersible material binds with cooking fat and grease. Remove the plastic carrier from the wipe, and the binding mechanism is unchanged. A cellulose wipe snagged on a root intrusion or a displaced joint, coated in kitchen fat from the flat above, is the same problem with different packaging.
Water UK's own data shows that wet wipes make up around 93% of the material in sewer blockages. The ban addresses the plastic element. It doesn't address the flushing behaviour.
The Practical Upshot for RH12 and RH13
Horsham's drainage network runs through a mix of Victorian clay, mid-century pitch fibre, and modern PVC. Older streets in Denne, North Heath and Warnham village still have lateral pipes with accumulated root ingress and offset joints. Any material that doesn't disperse quickly will find those defects.
For households and businesses, the 3 Ps rule is still the cleanest answer: only Pee, Paper, and Poo go down the toilet. Everything else, including wipes labelled 'flushable', goes in the bin. That's not a counsel of perfection. That's what stops the call-out.
